2nd moped rider killed in Las Vegas hit-and-run named
KVVU Las Vegas Monday and 21-year-old Phillip Le Nguyen were identified as the two people riding a motorized scooter that was struck from behind by a pickup truck about 1:15 a.m. Tuesday on Las Vegas Boulevard South and Windmill Lane, according to police.
